The Col. L Fletcher Prouty Reference Site is a focal point where researchers can locate and retrieve articles, books, videos, and tapes on a variety of subjects which Fletcher has written and participated in.
Col. Prouty spent 9 of his 23 year military career in the Pentagon (1955-1964): 2 years with the Secretary of Defense, 2 years with the Joint Chiefs of Staff, and 5 years with Headquarters, U.S. Air Force. In 1955 he was appointed the first "Focal Point" officer between the CIA and the Air Force for Clandestine Operations per National Security Council Directive 5412. He was Briefing Officer for the Secretary of Defense (1960-1961), and for the Chairman of the Joint Chiefs of Staff.
At times he would be called to meet with Allen Dulles and John Foster Dulles at their home on highly classified business. He was assigned to attend MKULTRA meetings. In this capacity Col. Prouty would be at the nerve center of the Military-Industrial Complex at a time unequalled in American History. He has written on these subjects, about the JFK assassination, the Cold War period, and Vietnamese warfare, and the existence of a "Secret Team". He backs up his his work with seldom seen or mentioned official documents - some never before released.
Fletcher Prouty offers a rare glimpse of the "Power Elite" as described by Buckminster Fuller, or "The High Cabal" as Winston Churchill refered to them; and how they really operate. Those who have not been in a position to witness events such as these from the inside would not understand how invisible but ultimately effective they and their power structures are.

In re-evaluating the operational aspects of the fiasco at Ben Ghazi and doing a little more background research, I have to amend my position as to who most likely issued the stand-down orders at Ben Ghazi to being the coordinated decisions of James Clapper, Director of National Intelligence, as well as that of Barack Hussein Obama II, the benefactor of Al Qaida terrorists in Libya and Syria, and of the parent organization of Hamas terrorists in Egypt and its espionage enabler within the entire Executive Branch of the Government of the United States.
On Thursday, October 13, 2005, the British
Broadcasting Company announced that the United States under President George W.
Bush had created the National Clandestine Service (NCS), by which all overseas
spying operations “by people, rather than by technical means” was to be

This NCS director, currently John D. Bennett, was
supposed to report directly director of C.I.A. on September 11, 2011, then
(retired) General David Petraeus, who in turn reported directly to the Director
of National Intelligence, James Clapper.
But General Petraeus is on record that neither he nor those under
him
issued “stand-down” orders to those in Ben Ghazi. The NCS director
reports to Director of the Central Intelligence Agency, so if what
Petraeus says is true, we must eliminate both Bennett and Petraeus from
issuing any stand down order from his vantage point.
While Admiral Stavridis is the Supreme Commander of all military operations globally
he is, instead, the “go to” commander when you want
to send patriot missiles and troops into Turkey here, put a task force there,
authorize an immediate rapid response deployment ultra-secret special forces operation
with every necessary logistical support on no notice or a few moments
notice.
After 9/11/2001, this reorganization as part of the
New Homeland (and Overseas) Security restructuring, came about as the result
of 118 STAT. 3644 PUBLIC LAW

which states of that position:
‘‘DIRECTOR OF
NATIONAL INTELLIGENCE
‘‘SEC. 102. (a)
DIRECTOR OF NATIONAL INTELLIGENCE.—(1) There
is a Director
of National Intelligence who shall be appointed by
the President,
by and with the advice and consent of the Senate.
Any individual
nominated for appointment as Director of National
Intelligence
shall have extensive national security expertise.
‘‘(2) The
Director of National Intelligence shall not be located
within the
Executive Office of the President.
‘‘(b) PRINCIPAL
RESPONSIBILITY.—Subject to the authority, direction,
and control of
the President, the Director of National Intelligence
shall—
‘‘(1) serve as
head of the intelligence community;
‘‘(2) act as
the principal adviser to the President, to the
National
Security Council, and the Homeland Security Council
for
intelligence matters related to the national security; and
‘‘(3)
consistent with section 1018 of the National Security
Intelligence
Reform Act of 2004, oversee and direct the
implementation
of the National Intelligence Program.

we find that the FIRST duty of the DNI is to: Ensure that timely and
objective national intelligence is provided to the President, the heads of
departments and agencies of the executive branch; the Chairman of the Joint
Chiefs of Staff and senior military commanders; and the Congress.
In other
words, when Ben Ghazi happened, even though the White House Situation Room (WHSR) was
immediately notified, it was likely DNI James Clapper’s blackberry phone which
got the first call from the WHSR Watch Commander on duty (instead of any on-duty National
Security adviser, or Defense Secretary Panetta, or even the usurper Obama), and in real
time. We are not even sure if the
request for mission support was piped up to the NCS director Bennett before Clapper,
because only Clapper would have had the Barack Obama pre-authorization and clarifications
that NCS director Bennett would have needed.
DNI Clapper could therefore have conceivably issued the stand down orders on his
own mission authority at least once, before checking with Obama on his
blackberry, and then re-issuing the orders to stand-down directly from Obama a
second time.
Whether
or not any of this will come out when the soon to be former Secretary
of State Hillary Clinton testifies before a Congressional Foreign Relations Committee on the morning of January 22, 2013
is
yet to be seen. She may always say she fell and bumped her head and
conveniently forgot everything. But we will have to wait and see.
